Join Us to Deliver the Manchester Digital Strategy: Doing Digital Together!
(Company Name - Subscribers only) is recruiting a Senior Digital Strategy Officer to lead delivery of the Connected Places theme of the Manchester Digital Strategy. This role will drive forward digital placemaking projects that use data, technology, and collaboration to improve outcomes for residents and communities.
When we talk about connected places, we mean what others might call “smart cities”. In Manchester, we’ve chosen the term “connected places” to reflect our commitment to inclusive, community-led digital transformation. You’ll lead the discovery, development, and delivery of connected place initiatives — from digitally enabled neighbourhoods and inclusive infrastructure to community-led innovation. Working across council services and with external partners, you’ll embed digital thinking into planning, housing, transport, and environmental strategies.
You’ll champion ethical and inclusive approaches to technology deployment, support shared intelligence, and help build a pipeline of activity that reflects the needs and aspirations of Manchester’s communities. This role is about doing digital with people, not to them.

About the Candidate
We’re looking for someone who:
- Has experience delivering digital or place-based projects, including leading the procurement and deployment of technologies such as IoT, smart systems, or digital infrastructure — with a strong focus on inclusion, community impact, and ethical use.
- Can lead discovery phases, develop business cases, and manage the end-to-end delivery of digital initiatives, coordinating cross-sector implementation and maintaining a strategic pipeline of activity.
- Understands how data and technology can support connected placemaking, sustainability, and community wellbeing, and has experience working with partners across housing, transport, environment, and technology sectors.
- Demonstrates a strong understanding of technology legislation and standards, including data protection, accessibility, procurement, and ethical innovation — ensuring digital transformation is inclusive, responsible, and community-informed
